Waste disposal company Tönsmeier selects Modawi software for electronic records procedure in production use

Records for disposal of hazardous waste now digital

As of February 18, 2008, Tönsmeier is the first company in Germany to handle their entire waste disposal process using electronic consignment notes – using the Modawi software package from Consist ITU Environmental Software GmbH. Modawi is currently the only software in Germany which satisfies the new legal requirements for the electronic records procedure in the disposal of hazardous waste (eANV).

Hamburg – The waste disposal company Tönsmeier in Porta Westfalica has introduced the replacement of the traditional paper process with the electronic records procedure well before deadline. As of 2010, all producers, transporters, disposal firms, and agencies involved in the process of disposal of hazardous waste must convert to the digital variant. It is anticipated that some 50,000 companies will be affected. This makes Tönsmeier the first company to transmit consignment notes electronically in production. This innovative company relies on Implico as their long-term consulting and development partners, who acted as general contractors in the seamless integration of Modawi into Tönsmeier's SAP system.

The decision to use Modawi for this project was made after a detailed market analysis of which software best meets Tönsmeier's requirements. For Modawi, the most attractive feature was first, that the data inventory stays at Tönsmeier; so that there is no transfer to external databases.  Second, the application runs in the background and the users simply continue to work in SAP. The processes of electronic record keeping are triggered from the SAP system and run in Modawi in the background, more or less invisibly.

"We quickly saw the advantages of the electronic records procedure, and decided to rely on the Modawi IT solution. Our first step was to han-dle the consignment notes from batch disposal digitally, since their processing would then immediately run entirely without costly paper handling. The seamless integration of Modawi into our SAP waste management system was carried out with the help of our implementation partner Implico," explains Hans Joachim Schneider, Head of Quality Assurance and Material Flow Controlling at Tönsmeier. An extension of the electronic process is also planned this year to all disposal processes with hazardous waste.
"We integrated Modawi into the complex SAP landscape at Tönsmeier in such a way that the user can operate Modawi's functions with a few buttons in their familiar working interface. The same applies for the digital signatures," says Uli Täuber, Project Head at Implico and expert in the electronic records procedure.

How does it work on a technical level?

Tönsmeier now regularly sends electronic consignment notes with qualified signatures through the Mini-ZKS (ZKS - Central Waste Coordination Office) to the responsible office, the Federal Industrial Inspectorate in Hildesheim. This primarily includes – based on the interface definition of the Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety – XML signatures and layer technology, by means of which all copies of waste management documents are kept, electronically signed, in a single electronic document. The Mini-ZKS is the central "digital post office" through which electronic documents are sent to government agencies, until the commissioning of the Central Waste Coordi-nation Cffice.

Since July, 2007, IBM, Consist Software Solutions, and their subsidiary Consist ITU Environmental Software have been developing this Central Waste Coordination Office. A preliminary version of the Central Waste Coordination Office will be exhibited at CeBIT at the booths of IBM and the Federal Ministry of the Interior in the "Public Sector Parc" from the 4th to the 9th of March, in Hanover.

The electronic records procedure with Modawi software

The transition to the digital world and an increasing elimination of paper documents at Tönsmeier is made possible by Modawi software from the Hamburg company Consist ITU Environmental Software: Modawi, the modular system for digital waste management, is invisibly integrated into existing waste management software. It handles electronic records in compliance with the amendment to the Ordinance on Waste Recovery and Disposal Records. To do so, the package provides the functions for the processes of the electronic records procedure (eANV). All electronic messages and documents for the disposal of hazardous as well as non-hazardous waste are included in Modawi's functionality.
